Azerbaijan redirects excise taxes to state budget, ending health fund allocations.
Azerbaijan has approved changes to its Tax Code, removing the requirement that excise duties on goods like gasoline, alcohol, tobacco, and energy drinks be partially allocated to the Compulsory Health Insurance Fund.
The funds will now go directly to the state budget, aiming to increase national revenue and simplify fiscal management.
The reform also updates tax refund rules, eliminating provisions that allowed excess excise payments to be credited toward other taxes.
The change, signed by President Ilham Aliyev, reflects broader fiscal adjustments and is part of the country’s 2026 budget planning.
