The workers, primarily advocacy and communication officers, claim the policy—implemented after COMNet Pakistan’s reported transition to CTG, an Afghanistan-based group—restricts eligibility to UNICEF Pakistan staff or those with a "unique candidate code" issued via email, which they say lacks transparency and violates national laws and donor standards.
They argue the move discriminates against qualified personnel with years of service in high-risk areas and have raised concerns with UNICEF, the prime minister’s office, and polio emergency teams, warning of potential campaign boycotts and legal action under Pakistan’s Constitution.
UNICEF has not commented.
