The U.S. Department of Commerce has determined that Indian producers of hard empty capsules, including ACG Associated Capsules, received countervailable subsidies from April 2023 to March 2024, resulting in a 7.06% countervailing duty rate. The finding, based on on-site reviews and stakeholder input, covers all such capsules regardless of material or form. The case now moves to the U.S. International Trade Commission, which must decide within 45 days whether domestic industry is injured by these imports. If injury is found, duties will be imposed and import suspensions reinstated; if not, the case ends and deposits will be refunded. The final determination is effective December 29, 2025.
