India streamlines coal mine approvals, letting companies skip prior CCO permission starting Dec 2025.
India has updated its coal mine regulations, allowing company boards to approve opening mines or specific seams without prior permission from the Coal Controller’s Organisation, aiming to cut delays and boost production.
The change, effective December 2025, removes a long-standing requirement under the 2004 rules that had slowed operations, including for restarts after inactivity.
While boards now hold approval authority, companies must still secure necessary government and statutory clearances and report decisions to the CCO.
The reform applies only to corporate entities and is expected to reduce mine operationalization time by up to two months, supporting India’s energy and industrial needs.
