Vietnam to launch 2025–2026 pilot program setting emissions limits for power, steel, and cement to cut pollution.

Vietnam will launch a pilot program in 2025–2026 to allocate greenhouse gas emission quotas for key industries, including thermal power, steel, and cement, with planned reductions of 1.6–2% for power, 3.8–4.4% for steel, and 4–4.5% for cement. The initiative, led by the Ministry of Agriculture and Environment, aims to establish a national emissions management system, with full nationwide mandatory quotas expected by 2028. The pilot phase through 2027 will focus on refining reporting, verification, and enforcement, including penalties for data fraud and incentives for clean technology.
