The U.S. House committee says the Pentagon allowed over 1,400 defense-linked research projects with Chinese entities tied to China’s military, spending $2.5B, due to weak oversight.
The U.S. House Select Committee on China has released a report alleging the Department of Defense permitted over 1,400 taxpayer-funded research collaborations with Chinese entities linked to the Chinese Communist Party and the People's Liberation Army, involving more than $2.5 billion in funding and approximately 800 projects with defense-linked institutions.
The report highlights case studies including partnerships with Beihang University and China’s missile development agency, as well as joint research on cyber warfare and nuclear science.
It criticizes the DOD for outdated risk assessments, weak screening of Chinese talent programs, and lack of post-award monitoring, noting few Chinese defense entities are on federal restriction lists and fundamental research with security threats is not prohibited.
The committee urges urgent reforms to prevent U.S. funding from advancing adversarial military capabilities.
