The Punjab and Haryana High Court ruled that Haryana’s land authority, HSVP, cannot charge oustees current market prices for plots delayed due to administrative inaction, ordering allotments at the rate in effect when applications were made.
The court rejected an 11% interest rate as unreasonable, setting it at 5.5%, and mandated six annual instalments instead of a lump sum.
It also imposed a Rs 3 lakh penalty on HSVP, directing payment to a welfare fund, and ordered new allotment letters within two months.
