Hampshire County Council reported a 59% drop in pothole and road defect repairs in 2024/25, fixing 32,419 issues compared to 79,573 the previous year.
So far in 2025/26, 22,172 defects have been addressed, focusing on safety-critical problems.
The council says the decline reflects a shift to strategic, planned maintenance, backed by £55.9 million in highway funding and a £132 million government resurfacing program, part of an £8.3 billion national effort to replace temporary fixes with long-lasting road solutions.
