China updates energy law to tackle rising demand and boost sustainability.
On December 24, 2025, Chinese officials, including Vice Premier He Lifeng and NPC Standing Committee Chairman Zhao Leji, reaffirmed China’s commitment to energy conservation and carbon reduction during a legislative session reviewing the Energy Conservation Law.
Senior legislator Xiao Jie called for urgent revisions to the law, citing challenges from rapid growth in renewable energy, the digital economy, and high-energy sectors like data centers, where electricity use is rising nearly 20% annually.
Despite progress—43% reduction in energy use per GDP unit since 2007 and 27.2% drop in energy intensity since 2012—issues include weak enforcement, outdated regulations, and insufficient legal provisions for emerging energy demands.
The government emphasized strengthening governance and updating the law based on nationwide inspections to support sustainable development.
