North Dakota approves petition for free school meals, aiming for 2026 ballot.
North Dakota Secretary of State Michael Howe has approved the petition format for a constitutional amendment that would mandate free breakfast and lunch for all public school students, with private and tribal schools able to opt in.
The measure, which requires 31,164 valid signatures, could appear on either the June 9, 2026, primary or November 3, 2026, general election ballot, depending on when signatures are submitted.
The state would fully reimburse schools annually, adjusting for inflation, and use the legacy earnings fund if lawmakers fail to allocate funds.
The initiative does not apply to colleges or universities.
