A federal lawsuit filed in December 2025 blames systemic failures at Green Bay Correctional Institution for the August 2024 murder of 19-year-old Micah Laureano, who was killed by his cellmate Jackson Vogel, a convicted hate-crime murderer.
The amended complaint alleges the two inmates were wrongly housed together despite internal DOC assessments labeling Laureano as a "risk of victim" and Vogel as a "risk of victimizer," per national standards.
Laureano, who was months from release and serving time for robbery and battery, was targeted due to his race and sexual orientation.
His family’s attorney cited a DOC report revealing multiple lapses in policy and oversight.
The Wisconsin Department of Justice is defending the case and has until February 2026 to respond.
The lawsuit seeks accountability for preventable institutional failures.
