The ban affects most nonimmigrant visas like B-1/B-2, F, M, J, and immigrant visas, with exceptions for certain religious and ethnic minorities, dual nationals, U.S. government employees, athletes in major events, and lawful permanent residents.
The restriction applies only to those outside the U.S. on the effective date without valid visas, while those already in the country or with valid visas are unaffected.
