Police Chief Kilcullen retires after report blames preventable 2023 officer death on policy failures.
Rutland Police Chief Brian Kilcullen has announced his retirement effective March 1, 2026, following the release of an internal affairs report criticizing officers in a 2023 pursuit that led to the death of 19-year-old Officer Jessica Ebbighausen.
The report, which concluded the death was preventable due to policy violations, was shared with Kilcullen in March 2025 but not disclosed to the police commission until November.
The commission did not confirm if the report influenced his decision.
Interim Chief Matthew Prouty was appointed immediately, with Kilcullen assisting in a limited transition role.
The announcement followed a special commission meeting and media coverage by VTDigger and Seven Days.
