Two Great Falls officials arrested for secretly tracking council members’ cars using town funds.
Joshua Ray Glenn, town administrator, and Kimberly Deanne Benenhaley, former police chief of Great Falls, South Carolina, were arrested on December 18, 2025, on charges including misconduct in office, criminal conspiracy, and three counts each of first-degree harassment.
Authorities allege they secretly placed tracking devices on the vehicles of three town council members in May 2025, using a paid service called Tracki funded by a town credit card.
SLED confirmed the devices were recovered between October and December, and data from the tracking app was shared with a town councilmember.
Both suspects admitted to the surveillance and are being held at the Chester County Detention Center under bond with ankle monitors.
The investigation began after requests from local law enforcement, and the case is being prosecuted by the South Carolina Attorney General’s Office.
