China eases rare earth export rules, granting general licenses to compliant exporters.
China’s Ministry of Commerce has approved general export licenses for rare earth-related items for certain Chinese exporters, a move confirmed by spokesperson He Yadong on December 18, 2025.
The licenses, which allow repeated shipments to pre-approved buyers, mark a shift from stricter export controls implemented earlier in the year.
Authorities said some exporters have met compliance requirements after gaining experience with regulations, though details on the number, duration, or recipients remain undisclosed.
The change follows China’s one-year suspension of expanded rare earth export controls, welcomed by the EU, though transparency and consistent processing remain concerns.
