A new UN treaty enables electronic cargo documents for global trade, improving financing and transit flexibility.
A new UN-backed treaty, the Convention on Negotiable Cargo Documents, will enable electronic, multimodal transport documents allowing cargo to be sold, rerouted, or used as collateral during transit across ships, trains, trucks, and planes.
Developed over three years by UNCITRAL and endorsed by the UN General Assembly on December 15, 2025, the agreement aims to boost trade flexibility, improve financing access, and reduce risks for banks and carriers by clarifying ownership.
It will enter into force after ten countries ratify it, with a signing ceremony planned for 2026 in Accra, Ghana, and is expected to benefit landlocked and developing nations by strengthening integration into global trade networks amid growing disruptions.
