Montana’s PSC now allows NorthWestern Energy’s Colstrip stake, shifting review from federal to state level.
Montana’s Public Service Commission reversed its opposition to NorthWestern Energy’s acquisition of a majority stake in the Colstrip coal plant, withdrawing a federal intervention and launching a state-level review instead.
The company, which now owns 55% of the plant, created a subsidiary to sell excess power on the wholesale market outside state jurisdiction.
Initially criticized as a “shell corporation” to evade regulation, the structure is now seen by the PSC as manageable under state oversight.
Commissioners debated whether the deal benefits Montana residents or out-of-state interests, but the state review will proceed.
NorthWestern maintains the move strengthens energy reliability and protects customers, with prior PSC approval for similar arrangements.
