Gypsum and Breckenridge boost funding for Shoshone water rights purchase to protect river flows, pending approvals.
Two Western Slope communities, Gypsum and Breckenridge, have added funding to the Colorado River District’s $99 million effort to acquire Shoshone water rights, raising total commitments to over $37.3 million.
The rights, tied to a Glenwood Canyon hydroelectric plant that returns all water to the river, are among the oldest non-consumptive uses on the Colorado River.
The River District, which agreed to purchase the rights from Xcel Energy in 2023, aims to preserve historic instream flows without expanding them.
While Front Range water providers support the effort, they caution that increased flows could affect their junior rights.
Federal funding of $40 million, approved under the Biden administration, remains frozen under the Trump administration, prompting Colorado’s congressional delegation to push for its release, along with an additional $100 million in drought resilience funds.
Final approval depends on the Colorado Water Court and the Colorado Public Utilities Commission.
