Developers propose turning vacant Binghamton office building into 20 apartments with 30 bedrooms.
Developers David Whalen and Owen Blye have proposed converting a vacant five-story office building at 168 Water Street in downtown Binghamton into a residential complex with up to 20 apartment units and 30 bedrooms.
The project, located across from Boscov's and a new city parking garage, aims to repurpose the former home of Audio Service Company and the now-closed Water Street Brewing Company.
Final designs are being finalized with an architect, and a public hearing is scheduled for January 6, 2026.
