Starting December 18, Delhi will require all vehicles to have a valid Pollution Under Control Certificate (PUCC) to refuel at petrol pumps, with enforcement via ANPR systems and ground checks. Vehicles below BS-VI emission standards registered outside Delhi will be barred from entering during GRAP-III and IV stages, and construction material-carrying vehicles will face restrictions. The government claims improved air quality, with November’s average AQI down 20 points from the previous year, and has issued over 2,000 notices, imposed ₹9.21 crore in penalties, and expanded electric bus operations to 3,427 with a target of 3,800 by year-end.
