U.S. and Mexico agree to fix Tijuana's sewage flow into California via upgraded wastewater plants and monitoring.
The U.S. and Mexico have signed Minute 333, a new agreement to address the Tijuana River sewage crisis, aiming to reduce raw sewage flowing into Southern California.
The pact mandates Mexico to upgrade the San Antonio de los Buenos wastewater plant, expand its capacity, create a water infrastructure master plan within six months, and improve monitoring and maintenance.
Funds are held in escrow and released only for approved projects.
While the deal targets long-term pollution from Tijuana’s growing population, it does not resolve ongoing contamination from industrial waste and urban runoff in the river itself.
U.S. officials say the agreement marks progress but stress continued efforts and emergency funding are needed to fully address the crisis.
