New Zealand’s earthquake-prone buildings bill has passed its first reading, replacing broad New Building Standard ratings with a risk-based approach targeting only high-risk structures like tall concrete and unreinforced masonry buildings in medium and high seismic zones.
Buildings in Auckland, Northland, and the Chatham Islands are excluded due to lower seismic risk, while small towns with fewer than 10,000 residents are exempt from remediation for buildings under three storeys.
The reforms aim to save provincial areas up to $1.2 billion and reduce overall costs by over $8.2 billion, with owners facing requirements getting up to 15 years to comply.
Coastal Otago and Dunedin remain in the system due to medium seismic hazard.
The bill now heads to a select committee for further review.
