Prosecutors say he diverted funds from a program account to pay for personal expenses like clothing and car tires.
A search warrant at his home led to the investigation.
Doll, no longer with the department, faces up to three years in jail, but must serve at least two years of probation and repay all stolen funds.
Sentencing is set for next month.
