The U.S. Senate passed the PORCUPINE Act on December 11, 2025, to speed up defense transfers to Taiwan by streamlining arms sales and third-party military equipment transfers from allied nations.
The bill, which amends the Arms Export Control Act, grants Taiwan expedited certification and notification processes similar to NATO and "NATO Plus" countries.
It requires the U.S. secretary of state to assess an expedited transfer process within 90 days.
The legislation now moves to the House of Representatives.
