Malaysia says its new U.S. defense pact is non-binding and doesn’t affect its neutrality.
Malaysia’s Defence Ministry clarified that the October 30, 2025, defence cooperation MoU with the U.S. is non-binding, not a treaty, and does not obligate Malaysia to military commitments.
The agreement, negotiated since 2020, supports collaboration in training, defence technology, and capacity building, aligning with Malaysia’s neutral foreign policy and ASEAN’s ZOPFAN principles.
The ministry emphasized it strengthens security and sovereignty without altering strategic neutrality, consistent with similar MoUs with nations like China, Japan, and the UAE.
