The Ohio State Employment Relations Board ruled that Youngstown and Fire Chief Barry Finley violated state labor laws by using racially charged language, making threats, and refusing to bargain over mandatory issues like EMS training.
The board found the city’s actions, including Mayor Jamael Tito Brown’s public labeling of union leaders as racist, created a hostile environment and harmed their reputations, leading them to forgo re-election.
SERB ordered the city to cease retaliatory actions and bargain in good faith, calling the conduct coercive and unlawful.
The decision comes as Brown’s term ends and a new mayor takes office.
