On December 11, 2025, New Zealand settled a landmark 2012 human rights claim over education policies that disadvantaged disabled and neurodiverse students, committing to a Framework for Action.
The agreement includes expanding teacher aide hours, adding Learning Support Co-ordinators to all primary schools, overhauling funding for high-need students, improving early intervention, and updating the curriculum to better support all learners.
The government will also review policies for ableism, enhance infrastructure accessibility, and include special schools in national planning.
A stakeholder group with lived experience will help guide reforms, aiming for systemic change to ensure equitable education.
