The Albanese government plans to return Australia’s export regulatory system to a full cost-recovery model starting July 1, 2026, reducing taxpayer support from $138 million to $49 million over three years as industry assumes full costs by 2029.
The move, part of broader fiscal savings, aims to ensure sustainable funding for critical services like certification and inspections, which currently cost about 0.2% of $83 billion in projected agricultural exports.
A five-week consultation will begin in late January 2026, with draft implementation plans to be released ahead of feedback on fee adjustments.
The shift follows years of funding shortfalls, with costs exceeding industry payments in 16 of the past 20 years.
