Wisconsin launches Blackout and Retro license plates to raise over $25M for roads by 2028.
Wisconsin introduced two new specialty license plates—Blackout and Retro—on December 9, 2025, set to launch in January 2026.
The Blackout plate features a black background with white text, starting at ZAA 1001, while the Retro plate, inspired by 1970s designs, is butter yellow with “America’s Dairyland,” beginning at YAA 1001.
Both plates carry a $15 one-time fee and $25 annual fee, available online, at DMVs, and through dealers.
Officials expect the program to raise over $25 million in three years for transportation projects, supporting road, bridge, and rural road improvements under the 2025–27 budget.
