Florida proposes new HOA court and dissolution process amid homeowner backlash.
Florida lawmakers have introduced HB 657, a sweeping HOA reform bill that would create a new community association court and allow homeowners to petition to dissolve their HOA with a 20% petition and two-thirds vote, pending judicial approval.
The legislation, filed by Rep. Juan Carlos Porras, responds to widespread homeowner frustration over excessive fines, lack of transparency, and costly legal battles.
It follows a Capitol rally and thousands of resident letters calling for change.
While industry groups argue existing laws are sufficient and that most HOA members are satisfied, supporters say the bill addresses long-standing abuses.
The bill now heads to committee, with a hearing expected in January.
