Authorities have released photos of distinctive tattoos, including a color sea-goat on his upper left arm and a black-and-white jester with the phrase “Life’s all fun & games until the joke is on You” on his right ribcage, along with a scar above his navel. The man’s race is unknown, and he does not match any local missing persons reports.
