The Philippines launches a new unit to ensure environmental and social standards in its 2026 rural road expansion.
The Philippine Department of Agriculture has launched an Interim Social and Environmental Safeguards Unit to oversee its expanded role in farm-to-market road development starting in 2026, following concerns over past infrastructure projects.
The unit, established through Department Order 22, ensures compliance with environmental and social standards, including environmental assessments and stakeholder engagement, aligning with World Bank protocols.
It will deploy safeguards officers nationwide, coordinate with key agencies, and launch a public “FMR Watch” platform to monitor progress and report issues.
The move supports the national goal of building 131,000 kilometers of rural roads, over 60,000 kilometers still needed, to reduce transport costs and post-harvest losses.
The DA is also expanding rural infrastructure with food hubs, cold storage, and rice mills as part of a climate-resilient strategy.
