India's MP introduces bill to let lawmakers vote freely on most issues, protecting membership only when defying party lines on key votes.
On December 7, 2025, Congress MP Manish Tewari introduced a private member's bill in India’s Lok Sabha to allow MPs greater voting independence, except on key matters like confidence motions, money bills, and financial issues that affect government stability.
The bill aims to amend the Tenth Schedule of the Constitution to limit loss of membership to cases where MPs defy party whips on these critical votes, promoting conscience-based decision-making and reducing rigid party discipline.
It requires public announcement of party directives by the Speaker or Chairman and allows MPs 15 days to appeal membership revocation, with a decision within 60 days.
Tewari argues the current system undermines democratic representation by turning MPs into mere vote counters, weakening debate and lawmaking quality.
This is his third attempt to pass the bill since 2010.
