WHO says nations are close to finalizing a global pandemic treaty's key sharing system by mid-2025.
WHO Director General Tedros Adhanom Ghebreyesus expressed optimism on December 5, 2025, that countries are nearing agreement on the final component of a global pandemic treaty, specifically the Pathogen Access and Benefit-Sharing (PABS) system.
The treaty, aimed at improving international coordination, surveillance, and equitable access to medical tools during future health crises, was largely agreed upon in April 2024 after over three years of negotiations.
The PABS framework, which governs the sharing of pandemic-prone pathogens and benefit distribution, remains under discussion, with countries now set to finalize it by mid-May 2025. WHO officials report encouraging progress, with co-chairs Matthew Harpur and Ambassador Tovar da Silva Nunes affirming a balanced, inclusive system is achievable.
The treaty requires 60 ratifications to enter into force.
