The notice, part of an ongoing investigation into alleged financial irregularities involving Congress leaders Sonia Gandhi and Rahul Gandhi, claims Shivakumar possesses relevant information.
He has called the move harassment, stating he and his brother have already cooperated with the Enforcement Directorate, which had previously filed a chargesheet.
Shivakumar denies any wrongdoing, asserting all contributions were transparent and lawful, and plans to challenge the notice legally.
The case stems from a 2013 complaint over the transfer of Associated Journals Ltd assets.
