Canada has removed Syria and its interim government from the list of state sponsors of terrorism, along with delisting the Hayat Tahrir al-Sham (HTS) group from its terrorist entity list. The move, announced on December 5, 2025, follows the fall of Bashar al-Assad’s regime and reflects Canada’s assessment of progress in governance, security, and humanitarian access. It aligns with similar actions by the U.S. and U.K., supports reconstruction efforts, and enables renewed diplomatic engagement. Canada continues targeted sanctions on 56 entities and 225 individuals, including former regime figures.
