Borno State Governor Babagana Umara Zulum revealed that the state spent about N100 billion on security in 2025, citing ongoing attacks by Boko Haram and ISWAP as a major obstacle to development.
He said insecurity has deterred contractors, stalling infrastructure projects like road construction.
To overcome this, the state is establishing a quarry in Gwoza and acquiring 100 trucks for its road maintenance agency to bypass private contractors.
