Over the past four years, the U.S.-Canada border saw a surge in illegal crossings, with New York, Washington, Vermont, Maine, and Montana accounting for nearly half of all apprehensions across 14 northern states.
In 2024, the final year of the Biden administration, nearly 200,000 apprehensions were recorded, a record high.
From fiscal 2022 to 2025, over 754,000 apprehensions occurred, with New York leading at over 363,000.
Although some states saw declines in 2025, numbers remained elevated, especially in Montana, where apprehensions more than doubled since 2022.

The northern border remains under-resourced, with no wall, limited technology, and fewer agents than the southern border.
Despite this, the Biden administration saw a record 1,216 apprehensions of known or suspected terrorists—64% of all nationwide—before President Trump declared a national emergency in February 2025, ordering military deployment and pledging increased funding and staffing.
