The family of slain Kentucky District Judge Kevin Mullins has filed a wrongful death lawsuit against former Sheriff Shawn “Mickey” Stines and three sheriff’s office employees, alleging they failed to warn the judge about Stines’ known mental health issues and violent behavior prior to his September 2024 shooting.
The lawsuit, filed in September 2025, claims negligence and gross misconduct in failing to provide courthouse security, seeking damages for loss of consortium and punitive damages.
Meanwhile, a Kentucky judge has denied Stines’ bid to dismiss the murder indictment, upheld the grand jury’s findings, and scheduled a bond hearing, though discussion of a sealed mental health evaluation is barred.
Stines, who pleaded not guilty to murder of a public official and remains jailed without bond, could face the death penalty if convicted, though prosecutors have not yet decided whether to seek it.
