The pair used falsified documents to secure a government contract to supply over 632,000 goats, with the award transferred to an unregistered company lacking valid tax clearance and using a fraudulent certificate.
Prosecutors argue the deception was severe and targeted vulnerable communities, demanding a sentence beyond the standard 20-year maximum to deter corruption.
Mpofu apologized, blaming the company, not himself, and said he lacks funds for restitution.
Chimombe’s lawyer said he is willing to repay, citing assets worth over $1 million, and emphasized his family responsibilities and first-time offender status.
The court postponed sentencing to Monday.
