Reform UK, which recently gained significant local support, claims the delay blocks over 5.5 million votes and harms grassroots campaigns.
The government has not officially confirmed the plans, but officials say the postponement follows earlier delays of nine council elections from 2024 to 2026 due to structural reforms.
A £200 million annual commitment over 30 years for the new devolved regions is also expected.
