Bangor ethics board clears councilors of misconduct in texts about Leonard’s discipline.

The Bangor Board of Ethics unanimously found no ethical violations in text messages exchanged among city councilors discussing disciplinary actions against councilor Joe Leonard, concluding the communications did not breach the city’s code of conduct. The board, with four members present, determined the messages did not involve confidential information or exceed two-person communications. Two other ethics complaints were postponed to the December 17 meeting. The decision follows Leonard’s earlier ethics complaint alleging violations of open meeting laws, which the board noted fell outside its jurisdiction.
