The U.S. Navy has canceled the Constellation-class frigate program, halting plans for 20 ships after only two were under construction, citing budget constraints and the need to bolster naval readiness amid rising strategic challenges, particularly China’s expanding fleet.
Secretary John C. Phelan announced the decision on November 25, agreeing with Fincantieri Marinette Marine to cancel four unstarted frigates.
While the first two ships remain under review, the program’s design changes reduced commonality with its European FREMM basis, contributing to cost overruns and delays.
The Navy aims to maintain shipyard workforces in Wisconsin and Michigan, and Fincantieri expects future Navy contracts.
