Southern Ontario housing starts dropped over 30% in 2025 due to unaffordability, despite federal funding and high demand.
Housing starts in southern Ontario, especially in the Greater Toronto Area and Golden Horseshoe, fell sharply in the first nine months of 2025, down more than one-third across 34 municipalities, with condo starts dropping 51% and ground-oriented homes down 43%, though purpose-built rentals rose 42%.
The decline, attributed to affordability challenges and high home prices averaging $1.05 million in the GTA, has led to 35,377 fewer person-years of employment in construction.
