Ukraine is building a national AI system using Google’s open-source Gemma framework to reduce dependence on foreign technology, with initial training on Google’s secure infrastructure before shifting to local servers.
The large language model, designed for military and civilian use, will support Ukrainian, Russian, Bulgarian, and Crimean Tatar languages, addressing gaps in existing systems.
Developed by the digital ministry and Kyivstar, it draws data from over 90 government sources and is guided by a four-tier advisory board.
The project, part of Ukraine’s push for technological sovereignty, follows Kyivstar’s 2025 Nasdaq listing and amid ongoing cyber threats.
