The Indian government has confirmed no plans to merge dearness allowance (DA) with basic pay for central employees, citing ongoing inflation adjustments through biannual revisions tied to consumer prices.
Minister Pankaj Chaudhary made the statement in Parliament on December 1, 2025, dismissing speculation amid the constitution of the Eighth Central Pay Commission, chaired by Justice Ranjana Desai.
The commission, tasked with reviewing pay, pensions, and allowances for over 5 million employees and 6.5 million pensioners, is expected to deliver recommendations within 18 months, with potential pay increases ranging from 14% to 54%, though fiscal constraints may limit the final hike.
The 7th Pay Commission’s basic pay structure remains in place until the new recommendations take effect.
