An Australian contractor without proper clearance handled sensitive parliamentary emails in 2023, prompting a Senate inquiry.
In November 2025, Australia’s Department of Parliamentary Services revealed that an external contractor, handling up to 170GB of sensitive internal emails—including those involving parliamentarians—lacked the required security clearance.
The individual, employed by TransPerfect Legal and working under law firm HWL Ebsworth, only held an Organisational Suitability Assessment, not the mandatory Negative Vetting 1 clearance.
The disclosure followed a prior misstatement by DPS deputy secretary Nicola Hinder, who had claimed the contractor was properly cleared.
The data transfer occurred in 2023 during a sweep led by then-deputy secretary Jaala Hinchcliffe, who said she relied on assurances from HWL Ebsworth, a firm previously breached by Russian hackers.
The department has raised the issue with both firms.
A Senate inquiry is ongoing, accepting submissions until January 23, with a report due March 10.
