New Zealand will expand Hawke’s Bay Regional Prison with two new high-security units, adding 316 beds by early 2027, as the prison population reached a record 10,911 in November 2025.
The project, funded internally by Corrections, follows a 1,911 increase since October 2023, driven by government law-and-order policies.
Additional capacity is being added at Waikeria and Christchurch Men’s Prisons, with over 1,000 beds expected by 2029.
The Corrections Department has also hired nearly 900 new officers since February 2024, cutting turnover in half.
Officials say the system can safely manage current and projected growth.
