Torfaen Borough Council has approved plans to convert the 200-year-old Pisgah Baptist Church in Talywain into six flats, ending a year-long delay caused by the presence of a protected common pipistrelle bat.
A new application with bat surveys was accepted in June 2025, but a special licence from the Welsh Government is still required to legally relocate the bat.
The project, which includes a small extension, meets planning standards with conservation measures in place.
Three objections over parking and access were dismissed, and the council noted the site’s prior residential use.
The applicant must also investigate potential burial sites before construction.
The church, abandoned in 2019 due to structural damage, requires up to £60,000 in repairs.
