Russia threatens to ban WhatsApp unless it complies with data-sharing laws, pushing users toward state-backed alternatives.
Russia’s communications regulator, Roskomnadzor, warned on November 28, 2025, that WhatsApp could face a full ban in the country unless it complies with Russian laws requiring cooperation with law enforcement, particularly in criminal investigations.
The threat follows earlier restrictions in August that limited WhatsApp’s calling functions, citing the platform’s refusal to share user data in fraud and terrorism probes.
Roskomnadzor accused WhatsApp of enabling illegal activities and urged users to switch to domestic alternatives, notably the state-backed app MAX, which critics say could enable surveillance.
The move is part of broader Kremlin efforts to expand control over digital communications, including recent widespread mobile internet outages across 57 regions, justified as necessary to counter Ukrainian drone threats but causing major disruptions to essential services.
